President Xi Jinping stressed that “law is the instrument of governing a country,and the rule of law is the basis of national governance system and governance capacity”. At 9:00 a.m, on July 17, 2022, the 2022 traffic law forum in southwest China was held in the Academic Exchange Center of Jiuli campus of Southwest Jiaotong University. This forum was hosted by Southwest Jiaotong University and the Theoretical Research Branch of China Behavior Law Association, organized by the School of Public Affairs & Law of Southwest Jiaotong University and the Litigation Source Governance Research Base of China Behavior Law Association, co-organized by Beihai Court of International Arbitration and Sichuan Weixin Lawyer Office. About 100 participants online and offline attended the forum, including Jiang Bixin, Deputy Director of the Constitution and Law Committee of the 13th National People’s Congress, Yang Jun, Deputy Director of the Legislative Affairs Commission of Standing Committee of Sichuan Provincial People’s Congress, Zhang Neng, Vice President of the Sichuan Provincial High People’s Court, Zuo Weimin, Dean of the College of Law of Sichuan University, Zhao Wanyi, Professor of the School of Civil and Commercial Law of Southwest University of Political Science and Law, Zeng Wenge, Professor of the School of Law of Chongqing University, and other professors, doctoral students from various universities and some lawyers from practical fields.

The opening ceremony was presided over by Wang Yongjie, Dean of the School of Public Affairs and Law of Southwest Jiaotong University, Zhang Xuelong, Deputy Secretary of the Party Committee of Southwest Jiaotong University and Secretary of Discipline Inspection Commission, and Jiang Bixin, Deputy Director of the Constitution and Law Committee of National People’s Congress attended the forum and gave a speech successively. The awards ceremony of “Research and Practice Base of Traffic Governance and Rule of Law” was held during the opening ceremony.

With the theme of “The Governance of Transportation Industry and Legal issues of Sichuan-Tibet Railway Construction”, the forum was divided into two sections. The first session was the keynote speech, which was presided over by Gao fan, Secretary of the Party Committee of the School of Public Affairs and Law of Southwest Jiaotong University. Yang Jun, Deputy Director of the Legislative Affairs Commission of Standing Committee of Sichuan Provincial People’s Congress, Zhang Neng, Vice President of the Sichuan Provincial High People’s Court, Wei Bo, Deputy Director of the Digital and Financial Development Department of Chengdu Railway Bureau and Chen Jiahong, Professor of the School of Public Affairs and Law of Southwest Jiaotong University delivered keynote speeches.

The second session was guests sharing and experts’ comments, which was hosted by Chen Jiahong, Professor of the School of Public Affairs and Law of Southwest Jiaotong University, and Professor Zhao Wanyi, Professor Zuo Weimin and Professor Zeng Wenge commented on the conference papers shared by the participants.

In summary, on behalf of the organizer, Wang Yongjie, Dean of the School of Public Affairs and Law of Southwest Jiaotong University, expressed heartfelt gratitude to all the leaders, experts participating in the forum, and teachers and students who endeavored to work for the success of the forum and looked forward to the construction of future law discipline of Southwest Jiaotong University.
